The former Ofcom deputy chairman has been hired by Royal Mail to help lobby regulator Ofcom to take action over the activities of TNT Post UK.. Hooper had chaired the independent review of the UK postal sector which created the groundwork for the Royal Mail IPO in October 2013.
Royal Mail has been lobbying for TNT Post UK to agree to accept it must operate to tougher mail service standards, or contribute significantly to the funding of the universal service, rather than being able to cherry pick just the most profitable delivery areas for its own service. TNT Post UK which is owned by Dutch postal service PostNL, has been vigorously arguing that it has no responsibility in the UK for provision of the universal service and that its activities are completely fair and legitimate.
